Subsequent thought experiment after reading what you’ve said here…. if you wanted it to work as a literary device, I think you’d need to make it work like it works in reality to make it believable.

No entity really starts out as this evil hulking power monopoly.

It just exists, more often than not neutral but likely good intentioned, seeking to do whatever is that the little initial founding group set out to do.

Then the self-serving opportunists come along and gamify the thing someone else took pride in building, often enough by subverting the ideology of the founding group through funding and subsequent contractual obligations that must be adhered to in order to keep or grow that funding.

And “managing” that steady creep of subversion becomes a full time job.

That’s how the evil creeps in.

I think we don’t often see it written that way because it gives away the way The Long Walk Through The Institutions actually works.

No one using that tactic in real life wants it exposed as a viable means for obtaining power.

It’s effective, so they want it to remain concealed.

And, for that reason, it doesn’t get featured in highly promoted fiction often because no one using it wants to educate people about it.

They would be shooting themselves in the foot if they did that.

So you see Big Hulking Evil Whatever It Is right out the gate with no tactical exposure surrounding how it ended up that way.

I think writing about how the evil creeps into something ostensibly good or neutral would be valuable to point out.

It would teach people how to identify and self-protect against institutional infiltration.

But it would be a slog to push that through the right channels to get it hyped, no matter how good it is.

The controllers don’t want anyone to have access to that information in a relatable way, so there are no USAID grants for writing something like this (which means you absolutely should). ;)
