There would be no reason to claim two and deny the other. The institute was not affiliated with the CIA. The CIA was tasked with disclosure of declassified records from the projects that the institute was involved in. But that's as far as the connection goes.
As far as people taking courses at the institute, all are welcome to do so, provided they do not have medical factors that would make doing so too risky, such as a tendency toward seizures. I'm quite sure many people from many different government or government tangential backgrounds have taken courses there over the past 50 years. The institute was never a secret. It has always been open to anyone who showed up seeking, looking for answers.
It's amusing to me to even think about Monroe experiences in these terms - the people there - trainers, staff, researchers, and participants - are some of the most open, kind, welcoming, accepting, helpful, nondogmatic people I have ever met in my life.
